An intrinsic Axiom that is being made manifest on a daily basis, to wit: TAXES ARE POWER.
The budgeting "process" in American Government is a power struggle that will deternmine who will have the means to exercise the most power. In case you forgot, all money the Government gets, is gotten by taxing, taxing, taxing.
